BCSA Safety Order – Firefighters Emergency Operations – Surrey
Many property managers and building owners across BC have been notified of the British Columbia Safety Authority (BCSA) Safety Order SO ED 2014-02 for Firefighters Emergency Operations (FEO). The safety order was initially released in 2015 and compliance was required by December 31st 2016. As of April 2017, the BCSA has advised that over 1100 units in the Province are still not compliant.
This Safety Order applies to all owners of elevators equipped with any of the following features:
- Firefighters’ Emergency Operation; or
- Any function intended to facilitate access by emergency personnel, including without limitation:
– Emergency Recall; or
– Special Emergency Service
(collectively “FEO Functions”) that were constructed and installed in British Columbia prior to the adoption of the CSA B44-2007 Safety Code for Elevators and Escalators.
The safety order requires owners to upgrade to their elevator’s FEO key switches to a standard key type “FEOK-1”, which resembles a bicycle U-lock barrel key. Prior to this safety order, there were several different keys in usage for FEO functions depending on the manufacturer and vintage of the elevator. In the event of an emergency responding, personnel did not always have access to the correct keys.
Your elevator service provider/technician can confirm whether your building has FEO functions and whether the new FEOK-1 keys are currently installed. It is worth noting that depending on the wiring initially installed, this work can require varying lengths of time to complete and test the system. Also, the switches vary in price depending on the manufacturer.
All contractors are required to provide the BCSA a list of affected units and ensure that all units are upgraded as per the safety order. As of July 20th, 660+ units still require FEO standardization.
